Groq announced at LEAP 2025 that its second GroqCloud region, in Dammam, built with Aramco Digital, is live, and it called the site the largest AI inferencing facility in Europe, the Middle East and Africa. The cluster runs 19,000 LPUs and, according to Groq, was brought online in December 2024.
Groq said it secured a $1.5 billion commitment from Saudi Arabia for expanded LPU infrastructure, while the LEAP announcement listed the sum as a Groq and Aramco Digital investment. Groq planned at least 25 million tokens per second of capacity by the end of the first quarter of 2025.
Tareq Amin, then Aramco Digital's CEO, said Saudi Arabia now offers the lowest inference cost in the world.
