On 14 April 2025 the Communications, Space and Technology Commission (CST) opened public consultation, until 14 May 2025, on a draft Global AI Hub Law. It proposes three hub types, Private, Extended and Virtual, and the concept of 'data embassies': private data centers that host a foreign government's or entity's data under that country's laws rather than Saudi law.
The Council of Ministers could terminate arrangements for national-security reasons, and the law would take effect 60 days after publication in the Official Gazette. The law remains in draft form.
