Oracle signed a memorandum with Saudi Arabia's Ministry of Communications and Information Technology to invest $1.5 billion in the Kingdom, adding a Riyadh public cloud region to its Jeddah region and a planned NEOM region. Investment Minister Khalid Al-Falih said the Kingdom is building the digital infrastructure that will underpin future economies.
IDC data cited at the time showed 73 percent of Saudi CIOs willing to move critical applications to the public cloud if data stayed in the country. The Riyadh region went live in 2024.
